I did some research and there is actually an ongoing debate about this track and the jury's still out... People are saying it's either Jewel, Charlotte Martin, Chantal Kreviazuk and/or Tori Amos. I'm willing to narrow it down to Jewel or Chantal, but I'm still straddling the fence here (a tad more on Chantal's side). Can you provide proof somehow? Wow, now this is interesting..
